I'm a lady with strong legs, fat belly and weak arms! I feel like sometimes my deck is stacked for failure 😕

I feel the same!  But I've gotten stronger since I've been exercising, and I see people of all shapes and sizes in my classes and when I go to races.

I think we all have strong legs from carrying so much weight around for as long as we were over weight.  Work on your WHOLE body.  Build muscle everywhere.  You cannot spot reduce but you can FOCUS your energy on areas that you want to change.  Do more strength training for legs with a mixture of cardio or intervals for fat burning.  It is impossible to fail if you give it all you've got!

A point and a question!

The point

I got...weak arms/strong legs.

This is normal if you are a woman. I took a self defense course and the instructors made sure to tell the women that our legs are our strength. KICK at the assailant, DONT try to out punch him (you will lose).

When attacked women are pushed/pulled to the ground, you have to find a way to get your legs between you and your assailant and keep them there (i.e. to kick him). Always keep your legs between him and you.

Now the question:

Why is your deck stacked for failure?   What are you trying to accomplish? Are you trying to bench press your husband or something?  JUst because your arms and core are weak NOW doesnt mean they have to stay that way. Take a body pump class, start lifting some weights, and soon these parts will become stronger for whatever you need them strong for..

Good luck
