Again?????

There is a major upset with my surgery  AGAIN!!! The doctor's office is coming up with additional fees for this and that. Last week it was $530, this week it's $400. I feel like I have been mislead about the total price for self pay VSG. Does anyone know if it is possible to go to a passport office to get a passport card that day? I know I can have one expedited and recieve it in 2-3 weeks, just hoped to get it sooner.HELP!!!!!!!!!!
