Loaded Question, but here is my quick opinion without knowing more.
You don't mention how much water you drink. 100oz or more.
Your eating plan sounds more like a maintenance plan than a weight loss plan. You evenly mixing carbs, fats, and proteins. If you want to lose, high protein, high fat, low carb (no fruit or nothing more than berries and canteloupe). Cheese is ok if you are eating low carb but with sugars (ie the fruit) you are basically generating body fat.
You work out...but what does that mean? Have you been doing the same thing for the past year? Change it up. Are you doing just cardio and no weight training, do some weight training. Are you weight training with no cardio? Do some cardio or better yet some High Intensity Interval Training.
Give up a few more details and we can probably get it figured out.
Biggest Question Are you logging everything you eat?
Have you had your body fat checked? I've had a Dexa scan and my scale at home measures pretty close to that. At the end of the day, your weight doesn't matter. You want a healthy level of body fat because that is what is linked to diseases.
Cut the sugar and drink more water. Doing insanity and only drinking 2 bottles of water you are retaining water for sure. You don't have to drink plain water although you should stick to at least the 2 bottles you are drinking now. Add in some Vitamin Water Zero or add some Mio to your water and it goest down a bit better. Iced Tea, green tea is really good.
I don't agree with the others that say drop the fat calories, but you should stop eating the fruit. It will prevent you from ever entering ketosis which is where you will really burn body fat.
The only possible red flags I see in your brief description are fruit (sugar) and cheese (fat cals)
I'd start with lowering your cals...... I had to go down to the 600 range to lose the last weight.....

Here are a few more questions I would look into:
- Do you have a food journal, are you tracking your eating habits?
- What is your protein intake per day?
- What is your carb intake per day?
- Are you weighing all your foods?
- What do you mean by eating little portions?
- How often do you eat?
- Do you ever skip meals?
- If you skip meals do you allow yourself to make up the calories lost for the skipped meal?
Here is a typical day for me:
- B - 2/3 C of Oatmeal w/ a little Splenda
- S - Greek Yogurt
- L - 2 oz of lean chicken, 1 oz green beans
- S - Protein Bar or drink
- D - 2 oz of lean Chicken or Beef and 1 oz of Veggies
- S - SF Jello or 100 Cal popcorn on rare occasion
- 60 - 100 oz water
- Protein 80+g
- Vitamins
- Exercise; jog 2 miles and some kind of weights either arms or legs
