I've always had this problem.  If I get pants to fit my waist, I have clown legs.  Elastic waist is the only thing I have found that works for me.  I get the pants that has elastic that stretches all the way at my waist, and then the legs are usually not too bad.

For work I shop at Christopher and Banks (I use to shop at CJ Banks) and I hit their sales.  They always have sale racks in the back on stuff.  They might have a fit that will work for you.  I bought dress pants for $16 on clearance and they lasted for a while and now I am back to shopping again but I would get black, blue and brown and match with them different cheap tops and jackets.  They also have a lot of 40% off sales.  Right now I do not buy anything unless it is on sale.  I am still trying to wrap my head around the fact that I have gone from a size 22/24 to a size 12 and still losing.

idk if you like low-waist pants - but I love the Juniors pants at Macy's. they cheap, low-rise, and comfortably snug on the legs. i love them - maybe they'll work for you!
