Am i already approved for surgery

i have bcbs of il hmo someone told me that with them they require pre authorization for this surgery and if they approved you for the referal for a consult you are approved for the surgery. is this bascially true..i just had a consult recently and was not told of any pre autho from insurance and i still have other tests to take so are they waiting till i take the other tests then submit or will they seek pre authorization first before i take any tests?
