i have fidelis i had my surgery 4 years ago need help with tummy tuck, nothing works?

i exercise eat well, but i cant get my skin to go down, i asked my doctor but he doesnt help, i am very sad about my stomach its the only thing that i cant do anything about, and i get rashes in the summer alot...how do i get help from my insurance???
