Anyone with Aetna USHC in NJ been denied a referral ?

When I spoke with Aetna, they indicated I could use my out-of-network benefits. They also told me to have my PCP call them and ask to authorize services at an in-network level. When I spoke to the referral specialist at my PCP this morning, she told me it would take about a week to hear back from Aetna and that most often, they deny the referral for out-of-network benefits. I don't get it.
