Priority Health may not cover. . . How do you go about getting Secondary Coverage?

How does secondary insurance coverage work? If your husband has insurance through work, which probably won't cover WLS, and you don't work secularly, is there a secondary insurance that can be purchased? Hubby has Priority Health, and they haven't got a great track record for covering this procedure.( We're in Michigan) Does BCBS have a secondary policy for situations like this? I'm asking for someone else. Please help if you can. THank You so much ! ! !
