Cigna wants dietician and physical therapy before they will approve

I had my consult with the surgeon yesterday and was told that Cigna HMO now wants a nutritional and physical therapy consult before they will approve surgery. Has anyone had to do this? Is it a new requirment of Cigna? I wonder if this is a new stall tactic they are using. Thanks to all!
