Need to find a Dr who accepts PHCS PPO Contracts

I have changed Insurers and I Have PHCS PPO, and I have Read that most Drs want you to pay upfront and get paid back by Ins Co. This Is an Impossibility. I called one Dr in Wildomar and was told that I have to Pay all costs Up front. Are all Dr's This way,If anyone can help me find a Dr who accepts the Contracted amt this would help me. I am lost at this time. My PCP sent LMN to old ins Now I have to "transist" to new one and start again.
