Does anyone out there have a answer?

My case is currently being reviewed by the ADOI.I faxed a letter on july 3rd to my insurance co stating that i want an external reveiw done. About two weeks later they said they made a mistake and sent my packet ground mail instead of two day air. It is to my understanding,under state regulations, That they have 5 business days to get my packet to ADOI.My my file did not arrive untill july 18th. that's 11 business days. Does anyone know what the penality is to my insurance co for not complying with this rule? And if there is no penalty, why does state rugulations set the rule. I have not been able to get an answer yet from anyone. And although i am very glad it finally arrived,I did not liked waisting two weeks of my life and time stressing and woundering where my file was. I'm just curiuos. Does anyone know?
