State Insurance??
I believe there's something which is available in Ca once Cobra runs out... but you need to apply for it. I've also heard if one can join an association and get group insurance through their plan is another option. I've been told we don't qualify for individual medical insurance until seven years out. Has anyone else heard this too? And, Mexico is another option since you're so close to the border.
OMG Lauren where has thou been? I hope that you have been MIA because you are just out living life. I know there were health issues with family.
I do know and for the live of me cannot remember the name of the insurance, but I was able to apply for my son when he was younger for medical insurance because I could not get him picked up on another carry when my insurance changed because he had a pre existing heart condition.
If I were you, I would contact the county in which you live in...you are in NorCal right? They should be able to direct you to where you could find out or they might have the information themselves.
I truly hope that things are okay with you and your family and like I said, I have thought of you often!
Hugs, Janine

I am not sure if this is what you are thinking of but thought I would throw it out there in case it is.
IF you qualify for Medi-cal through the Department of Social Services, AND you have some condition that requires a lot of medical expenses, AND you have insurance available to you but cannot afford it, then Medi-cal will step in and pay the premium for the insurance instead of you getting the medi-cal. They do this because it is much more cost effective for the state to pay the insurance premium than it is for them to pay the huge bills.
Good luck in finding the information you need.
