OT - My neighbor is such a creep!!

I'm sitting here, at almost 10p.m. in my den, listening to my next door neighbor, who's out on his back deck (which is right by my bedroom window BTW) playing music really loud and singing at the top of his voice along with it (he CANNOT sing) ... every once in a while he tosses out a screeching "YAHOOOOOOOOOOOOOOO!!!" and whistles as if he's at some concert or roadhouse and cheering on the band. He makes enough noise to be heard easily all the way through the walls. Now that the weather's warming up, this will become an almost nightly occurence, starting around 6PM and usually lasting til after midnight (he's carried on as late as 2:00 a.m. before). Right now, he and the wife are out there alone, but when the summer gets into full swing, he'll have his red-necked buddies out there with him, and they'll all be carrying on. This is not a young man, he's in his 50s at least. Thus far I've held my peace because I don't want trouble with him (he's that type), but the thought of facing another summer putting up with this night after night is totally depressing. The neighbors on the other side don't seem to have a problem with it all because half the time they're out there with him ... so if I complained to the police to get him to quiet down, he'd know who called them, and he's not above damaging my property in some way in retaliation, or taking his revenge out on my animals somehow. Sounds like I live in a terrible neighborhood, doesn't it, but the opposite is true. I live in one of my town's oldest nice neighborhoods. It's quiet and lovely for the most part, except for this "aberration" next door that no one is willing to do anything about. I'm at a loss and can't think of any way to deal with it without getting into a "war" with him, and I'm totally not up to that for sure. If anyone has any ideas, I'd sure appreciate hearing them.
