walking up a hill requires more effort than walking down a hill. So moving uphill is hard, downhill is easy. So when it comes to effort you hope its all going to go downhill i.e. smooth sailing.
Sometimes people use downhill to imply rapidly declining like her health is going downhill.
I guess it just depends on the context.
