Okay, at my own peril I'm going to venture into this conversation.

1.  Hope your Stella heals well with no issues and y'all have many good years together.  That's first and foremost.

2.  I'm a "dog" person.  A small one at that.  Spoiled rotten rat terrier Chihuahua mix. 

3.  I've been in law enforcement for 18 years.  The last 3 have also included Code Enforcement and Animal Control.  One of the first things you are told at ACO school is that there is no such thing as "good" dogs or "bad" dogs.  Only "bad" owners.  Not being familiar with GA law but it is likely to be very similar to TX.  I can see a citation for them being out.  Did the owner have proof of his dogs being vaccinated for rabies?  That would be the first one I would write for if they did not show me proof.  Any witnesses to him offering to pay the vet bills?  Any thing in writing on that?

I can not in any way recommend, though I could understand the desire, to retaliate physically toward the dogs or the owner.  Ask the guy who shot the neighbor's cat with a .22 rifle because it was fighting and chasing his cat around.  As of 2:30 this afternoon he is sitting in the local jail for Animal Cruelty.

Never, and I mean NEVER, trust a fart!!

I actually live in TX now. I immediatley called the police and they contacted animal control, after that it was out of my hands. Obviously Im not going to walk down there myself and shoot the dogs. As much as id like to. He has offered to pay for all the Vet bills, and thats probably as far as we'll take it. No amount of money can pay for the trauma my Stella and I went through yesterday, and its unrealistic of me to think that it can be fixed that way. My question to you is, is it realistic to think that this will be the only time these dogs do this. No. so they should be put down, why does it matter if its another dog or a child...if it were a child they would already be put down.

I'm so sorry that happened to you and Stella! I know how it feels to be helpless. I had something similar happen two years ago with my Tinks. Unfortunately she didn't make it. I hope they get what they deserve.

Glad you are both okay.  That had to be terribly scary.  I too have a Husky, they are great dogs.  When we got him I planned on him being my walking buddy but for one he pulls and two I am afraid of the same thing happening to us as happened to you.  So glad everything worked out.  Your Stella is a beautiful dog!!!
