No it's not the chips and in 13 chips of that particular kind it's only a whopping 110mg of sodium and tops 10 carbs, a serving size is 27 chips and that's 110 calories, and 230mg sodium, so no it's not the chips, it's impossible given it's stats. You're going to experience many stalls and not everyone loses at the same rate, for many reasons, from age, gender, body type, your starting weight, how shot your metabolism is/was pre-op, the list goes on and on. I am down almost 80 lbs. and will be 5 months out on the 11th, been losing very slowly this month compared to the first 4 and not lost hardly anything in the last 3 weeks (like 2 lbs.), and that is starting at a BMI over 50+ on surgery day, so I was no lightweight...So expect stalls, get in your protein and water, move your body in some way at least 30 mins a day, it doesn't have to be formalized exercise or going to a gym...I think so long as you are being sensible and are planning your portions carefully and not indulging recklessly in sweets/no-no foods not on your plan it is acceptable imho and healthy if you are very aware and controlling your eating.

Really cant imagine that 13 chips is causing you to stall..I would take measurements if you havent as you can lose inches but the scale doesnt move. Try increasing protein and water and seeing what happens. For myself I know I do better when I have more than the base 60 g of protein and 64 oz of water a day that they recommend.
