medicaid or medicare

Hi all,  Hope everyone and all is well...Could someone please advise me how to apply for medicaid or medicare?  I thought you had to be 65 or older or pregnant or have children...I do not fit into any of those catagories....any info would be great..i have a referal from my doc...but no way to pay for surgery..I can not afford insurance or self pay....Thank you in advance...I am so ready to givr up...Sad in Virginia.
