why am I losing so much faster on the top half then the bottom half

I have lost 184 lbs since 3/26/04 and am very happy with my results, however I am now a size 18/20 on the top half, but still wearing a size 26 onthe bottom. I started out much larger on the bottom then the top, but the bottom is being very stubborn and does not seem to be going down in sizes. I have lost inches, but t doesn't seem to help on the bottom half. Does any one have any advice on how to spped up the loss on the bottom half of the body. I do work out 3-4 times a week.
