what can i do for water retain. The more I drink the more weight I gain. Help me...

I am eating @ 800-900 cal. a day 40-50 grams of protein, excercising 1 hr a day, and drinking plenty of water. I had surgery 2 wks ago, and have only lost 6lbs. and keep retaining fluids. Can anyone tell me what I am doing wrong. Why I am not losing any weight.
