New to site need some help...

I am trying to set up my page and there is a blue background bar at the bottom of every page that covers up some of the content of the page, if I scroll down the blue bar scrolls too so there is no way to press the buttons it is covering up, ie. I tried to fill out a form and the send button is covered by the blue bar so I can't complete it.Any suggestions?
