I have a rash I can't get rid of went to Demo Dr had biopsy was nothing but general

I have heard because of the excess skin can cause it, but Demo dr. has not clue after 3 months steriod cream does not seem to help. The rash in mostly on my legs but only in spots not all over, and underside of right bicep lots of itchyness.
