What am I doing wrong?

I'm 7 and 1/2 months out (LAP RNY) and have lost 116 pounds thus far, but the scale has not moved for about 3 weeks now and I have no idea why. I'm trying very hard, exercising about 3 times a week at Curves and walking about 2-3 miles on the weekends. I eat about 1000-1200 calories a day. I was stuck at this weight a few years ago at my last attempt at dieting...is it possible I won't be able to get below it (250s), because it's just all very disheartening. I don't want to be done losing yet! Any advice?
