anyone with bcbs have to wait to have policy for 1 yr. even without pre existing?

I have posted on this before and really still confused my policy states that if you have pre existing condition 6 months before policy I have to wait 1 yr. to have their ins. for them to cover but i have not seen a dr. for atleast 1 yr. and a half before I had ins. and had no prior med. ins. I dont understand why they are saying i have to wait until july 31,3003 thats when it will be a yr. even though I have no pre existing cond. for 6 months prior did anyone else have this same problem? please help thank you........
