What is my goal size?

I too heard that an average woman, at 5'4 140 pounds would wear a size 14. I tried to look at some clothes that were size 14- and was a little discouraged to find that that is still considered plus size! I am 5'4 and my goal weight is 130-140 pounds. Would I wear a size 14 or does what size I would wear depend on body build, etc.
