Surgeon who will Accept?? Medicare and medicaid in Maryland

I have Medicare and Maryland Medicaid. Is there a surgeon in Maryland who will do this surgery? I contacted 2 who will not accept me because Medicare does not preapprove and they won't take a chance on not getting paid.
