Friend wants to get surgery from out of country surgeon.

I have heard many people tell of success with a group of surgeons from Mexico, and would like to know where I can get the information for researching this, and sending to a friend who desperately needs this surgery. I would like to know about the RNY type, not the others. Thanks in advance for any help.
