I think that Medicaid is similar to other insurance companies in that they aren't going to pay for any plastic surgery that is not medically necessary. You must be having medical problems from the excess skin (infections, rashes, etc). From what I hear, psychological issues from the excess skin (depression) don't count ... BUT, consult a surgeon and see what he or she says. Every state is different.
