Switching Centres?

I am just wondering if it is still possible to switch centres. I spoke to Guelph this am and was informed that they are back logged by about a year! I asked if this was normal for all centres and was informed there is a small back log with all centres but not like theirs.
I knew it used to be possible but heard it may no longer be the case.
If it still is how do I go about it?

When I had my surgoen appoint at TWH Sept 16th there was a woman from Guelph who transfered. She was from Windsor. It was d/t wait time. Not sure of the process.
