Open the picture in something like Microsoft Picture Manager and edit the picture. The edit toolbar will give you an option to resize the picture. Save the resized one and upload that one.

I have opened in up in paint... There is a resize option there... But still won't upload it! I was doing it from my phone.. I guess I'll have to try from the computer
