Can't get a pic or avatar loaded

I am using my iPad and when I try to load an avatar or pic the choose button is all greyed out. It says to hit browse button but there is not one. Please help. I may need to go to lap top to load.

I wasn't able to use my Ipad to load pics either. I used my netbook and it worked fine.
