Are you required to obtain surgery approval from insurance before he grants a consult

Hi, I am also hoping to have Dr. Barzune as my surgeon. I am scheduled to go to the April 20th seminar. From what Lupe (the person that I spoke with from his office) said, I will have a packet ready for me when I get to the seminar. Once I have filled it out, I drop it by their office. They will then send a letter to the insurance company asking for approval. Once approval is given, they will call me and let me know, plus schedule any appointments I need. This was my understanding of what would happen from my conversation with her. Do you already have your reservation for a seminar?
