AHS State Insurance

Does anyone know when the state insurance will make decisions about who qualifies for the new WLS program?  I know the deadline to submit an application was September 1, 2009 but I can't find any information about when they will be notifying people of approval or denial.  I've put in a few calls to the insurance folks but so far haven't gotten a call back.
