Boilermakers (Cigna through Health Partners)

Has anyone dealt with them. They have told me absolutely not, but I'm reading the Health Partners and the Cigna and it seems like they're approving after appeals. I'm begging begging begging someone to help me here. ETA: apparently it is the Boilermaker's union themselves that have the exclusion in the contract. Has anyone overturned an exclusion?
