getting plastics approved in pa

anyone have bc/bs of western pa better known as select blue ppo? i'm from pittsburgh...wishing i could go to see dr hurwitz but am restricted to not use upmc facilities..anyways really really wishing for a tummy tuck...rashes are only mild but the skin is so uncomfortable and pinching and itchy....i got a rx for cream.....and i'm gonna go see a ps end of august i just want to do whatever i can to get it approved
