BC/BS of Alabama PEEHIP

Does anyone have any info on BC/BS of Al PEEHIP? How long does approval usually take? Where there a lot of hoops to jump through? I have 2 documented co-morbidities,high blood pressure and diabetes. Will that be sufficient?
