Some people have different ideas about this, but generally people count any decaf liquid.  The reason they don't count liquids with caffeine is because caffeine is a diuretic - it makes you pee a lot so you lose fluid.  However, it's my understanding that that is really only an issue if you drink a LOT of caffeine.

I would count carbonated liquids as long as they are decaf.  The carbonation doesn't prevent you from absorbing the liquid or make you pee out too much of it or anything like that.  Carbonated drinks will NOT stretch your pouch, either.

And basically anything that is liquid at room temperature counts as a liquid, so jello and popsicles count toward your liquid intake for the day.

I've been sticking to decaf and no carbonation but I did think that peeing often was a good thing and meant you were hydrated.

Peeing a lot is a good thing.  It's only a bad thing if you are peeing out more than you are taking in.  That can be the issue with lots of caffeine.
