looking for a surgeon who does surgery on teens

i am an adult who has had wls and am trying to find a surgeon in the new england area who will perform wls on a 16 year old female from rhode island. she has blue cross/ blue sheild coast to coast and i know that they do cover wls but not sure if they would cover it for a teenager. all the doctors in rhode island will not do the wls on any one under the age of 18......i really need help finding a doctor for this person...thank you to all that reply, your help is greatly appreciated.

i think dr. keshishian in delano, ca. does surgery at age 16 and he's an in network provider for bs/bc. he is a top surgeon. hope this helps

i forgot to mention there is a 2000. program fee.
