Save your money. No creams or magic potions or laser light shows are going to help the sagging skin. Its the price of weight loss and especially rapid weight loss. There are a million sham clinics offering wraps, "laser" or "ultrasonic" treatments, creams full of god knows what, so forth and so on. The only permanent fix is removal - through a licensed plastic surgeon. The factors that are going to affect how your skin will look are age, genetic factors, how long you have been overweight, etc.
The best thing you can do is follow a basic healthy skin care regimen. Keep the skin clean and moistureized. Take a biotin supplement. Make sure you get all of your fluids and more - dehydrated skin will look worse.
For arms and legs - pay attention to your strength training. Replacing some of the fat you lose with lean muscle can help fill in some of the space left by fat - but unless you are going into compoetitive bodybuilding it will by no means fill it all in.
