Can't get under 200

It has been 9 weeks and I am going back and forth between the same 5 pounds, but just can't break 200.  I am approaching my 1 year surgery anniversary on July 27th and really want to break 200 before then.  I have tried more exercise, more protein, less protein, tracking my food, lowering my carbs...nothing seems to work.   People at work tell me I look like I have lost more and my clothes seem to fit looser but I am not seeing it on the scale.  It is so frustrating!
