Switched Surgeons...Got a second opinion

I switched surgeons...I was going to have a thigh lift in Mexico in Mid-June but I just did not feel comfortable with the surgeon, loved my sleeve surgeon, but the plastics guy, I just felt like he was pushing me into a tummy tuck and did not really listen to what really bothered me about my body, namely thighs and breasts.
Anywho, I had a consult on Tuesday with this plastics surgeon in La Jolla (a very nice part of San Diego) and he spent an hour and a half with me! He was so nice and his before and after photos were beautiful...especially boobs! :) Well, he recommended vasor (sp?) lipo on my inner/outter thighs and my tummy pooch (I don't have loose skin on my stomach) an arm lift with vasor lipo, and a breast lift with small implant (I have like almost 4 inches of skin on my breasts alone that needs to come off.)
Okay, I have two questions:
1. Has anyone had the vasor lipo? It's where they actually melt the fat down before they suck it out. The doc said he can take up to 5 litres of it out (15 pounds!!)
2. The quote was for $26,000...this seems crazy high, but do you get what you pay for with plastics? Do you know if you can kinda negotiate the price? I can only swing $23,000 (that's what I was approved for in financing...)

If you don't mind my asking what the name of the Mexico doctor you were consulting? I went with Dr Sauceda and his prices are extremely reasonable and his care is excellent. He is known for not pushing anyon to do anything, they are not comfortable with,. Have you considered him?
