Yep, normal.  You gain weight prior to that time of the month because you retain water then.  I'm not sure why you retain water then and I'm too lazy to look it up right now, but you do.  It's normal.

And it's normal not to lose weight every single week.  If that bothers you, don't get on the scale every single week.

I'm not sure anything is stalling your weight loss.  Has it been several weeks since you've lost anything?  That would be a stall.  But one week?  Nah, just normal weight loss.

And if it is a stall?  Sometimes nothing causes it, it just happens.

Are you eating what you're supposed to eat?  Doing a little exercise?

dunno when my time of the month is .

It is perfectly normal not to lose weight every week, I haven't lost any significant weight in ohhmmm 5 months now?

Not enough protein
Not enough Fluids
Not Enough Calories
To many carbs.
Need to drop a deuce  yes this is my go to.  if I haven't seen even a small loss I will jump on the scale after giving birth.
