4 Days Post-Op, How Long Does Pain Last When Swallowing?
You called them "slow" sips, but how big are they? You might just be trying to sip too much in one time, even if you're doing it slowly. Try starting out with one shot glass of fluids and see if you can get that down over 15 minutes. Do that four times in an hour. When you can do that comfortably, go up from there.
If that's not the problem, then definitely contact your surgeon and tell them. They may be able to make a determination about what you need just by asking you a few questions over the phone, but it's better to be sure.

Yes, I used the "shot glass" method at the hospital, and I can tell I'm taking the same sips as when I did there. I still had the problem in the hospital using the same method, which was why I had to stay an extra day. Even doing that, that's not going to get in as much water intake as they want, but there's not much I can do about it. I will definitely call my surgeon's office if this gets worse before my first follow-up appointment. Thank you everyone for your concern and advice, I really appreciate it!

Just be careful saying "I can tell this is the same" because that is pretty much the same thing as eyeballing amounts instead of measuring them... you may not realize you are taking in more than you did at the hospital if you're not measuring. It's an easy thing to do... I'm a year and a half out, and I still measure my food!
