Her current BMI is 40.9

My medical insurance requires 2 year weight history

2016 - 42.3

2015 - 38.4

I am concerned about the weight in 2015 because she did not have any comorbidities.

Every insurance plan's requirements are different. The only way for her to know is to call customer service and ask.

Her insurance policy says that she has to have a diagnosis of morbid obesity for a period of 2 years prior to surgery. She meets the BMI criteria now and she did last year, not in 2015. She has GERD though.

Your comorbidities from 2015 don't matter ... what matters is what you have now. It is reasonable for those to develop over time anyway.
