EW Stinky belly button
I think Erica is right....a yeast infection definitely could be the culprit. What ever else it is NOT normal and should be looked at by a doctor.
Infections in the belly button can be serious and being a former ER nurse, the doctors were always concerned when someone had an infected belly button. Likely not infected per say but might be brewing something.
I find my belly button stays moist now if I don't dry it well...likely because my belly is so much small and my belly button is deeper....lol

and for the OP.. I used to play with my belly button all the time. It was a weird habit. It did smell because of sweat/dead skin and such, probably still does but I tend to clean it out more now that its actually a skin fold, not just a deep fatty hole lol

alcohol dries the skin- makes it more prone to breakdown/infection- also makes room for yeast/fungus to take over as the healthy bacteria on your skin are killed.
Wash with soap and water- rinse- pat or blow dry. If it's stinky use a baking soda or vinegar (1 tsp in a cup of water) rinse.

if you are putting any powder in your belly button make sure you blow the excess out with a hair dryer.
when you leave the excess powder in there as you sweat the powder will absorb the moisture and will cake and cause even more problems. like a fungal infection
you should really never insert anything into your button. dry it well after shower with a tissue or a hair dryer and leave it be
remember soaps can cause problems so make sure you rinse well during a shower
