BMI
I was just thinking back to yesterday and my appt at the OWMC and we discussed the BMI chart and the NUT said she doesn't agree with them .... yet one of the criteria to be considered in the bariatric program is your BMI, so you would think they would use the same chart for setting goals. Make sense to me .... :)
I know, I found that strange, too. They don't target a healthy BMI when calculating your goal weight, but it is the main criteria for acceptance into the program!

I agree with your Nut. The basic BMI chart doesn't work for everyone. Two people with the same numbers (height and weight) and same BMI can actually be a lot different in health. It also depends on how muscular you are, and your bone structure. So one of the two could actually be healthier than the other. You can actually find several charts for BMI based on different criteria.
I'm not sure the exact reason they use for using BMI for surgery, but I do know that programs need to have a measurable standard to go by. It was probably used because it is a medically accepted standard. It keeps all programs using the same criteria to accept or deny a patient.
