I had it corrected 25 years ago. Removes the fat deposit from under the eyes. Best thing I ever did for myself.
I think it might depend on what you mean by raccoon eyes. There are "bags" under the eyes, which relates to the fat deposits, but there are also pigment issues which is something else. Your skin could be flat, but darker around the eyes - I have a friend (Indian) with eye coloration like that. She hates it but I actually think it is attractive and enhances her eyes. Anyway, neither of the procedures you mentioned are meant to change color of the skin. There are chemical lightening procedures and also they could cut away that portion of the skin but you'd risk having a scar. Obviously talk to a plastic surgeon or dermatologist, they would know best.

I don't have any fat under my eyes but have terrible dark circles which I think you are referring to. What I have noticed for me is that when my iron is good they seem lighter. When my iron is bad they are really bad. I always have them but I am always iron deficient to some level.
The one thing the hematologist told me that might help is massaging that area to help blood circulation. (I was like WHAT?) But hey I will try anything!
