Most often, yes. My general surgeon felt comfortable in doing mine (and more importantly, I trusted that he knew what he was doing. lol)

Probably typically, but we don't have one where I live (unless one has come in the last few months and I'm not aware). The last time I talked to my doctor about it he was planning to refer me to a general surgeon who does most of the local ones.
I tried an IUD for a while. Not sure what happened (if I remember correctly the doctor thought it might be the hormones it was laced with) but I bled constantly for 6 months until I finally had it taken out...very miserable experience. That was a few years ago so they might be different now, but a little afraid to try. Had a similar problem with the pill, tried about 8 or 9 different ones before we found one that worked for me.

I tried to get my tubes tied last year, but I was told that I was to fat, and it would be to risky because of my weight.
When I was going in for my RNY I asked for it to be done. My surgeon spoke to a gyno, and they did not want to do it at the same time as the RNY is pretty major surgery.
Every surgeon is different so I don't think it would hurt to ask.

The attitude toward overweight people in the medical community is sometimes shameful! I had an emergency appendectomy when I was 18 and all I remember is waking up in the recovery room and getting a twenty minute lecture from the surgeon about how horrible it was that I was so overweight at such a young age and how he had to cut me from belly button to hairline because he was afraid that my big tummy would put too much pressure on the normal cut line (along the hairline/bikini line) and he didn't want to risk his reputation if I had complications from being overweight. At the time I weighed about 180 pounds...
Funny thing is I ran into this same surgeon a few years ago...he did a colonoscopy on me. When he was preping for the procedure the nurse pulled up my gown and he saw the huge scar on my tummy (which is very obvious now due to being so overweight...scar tissue doesn't stretch, so there is like an indent in my tummy from belly button down) and said, "wow, who did that butcher job on you?" You should have seen the look on his face when I said, "you did!"
That being said, after years of trips to the ER for asthma related issues, there are many, many wonderful doctors and nurses out there too!
