I think many of us have been there! If it weren't for my belowmy belly button roll I could wear 3 sizes smaller.
I think finding a REALLY fitted leg, like skinny jeans makes it a little better, atleast for me because then the legs are a little smaller than usual but the waist is the same. If you can, try Old Navy, they have a number of different cuts and have really good sales often. AND they come in SHORT (Im short too )
