I think this is sometimes insulin/blood sugar related, so I've heard.  Have you spoken to your doctor about it?

Gotta treat the cause...it's related to diabetes/insulin resistance/PCOS/metabolic syndrome. Affects both men and women but mostly seen in women with PCOS.

I have a suggestion and it really does work.... However, this didn't work for me because I didn't have a problem with black rings around my neck..... However, my sister did..... Her cause for the black rings was due to being over weight and her neck was short and rolly.... So she had these black rings around her neck due to the build up of dirt in-between her neck rolls..... Now if this is the cause for the black rings around your neck.... Use LAVA SOAP 2-3 times a day specifically on your neck... The GREEN LAVA SOAP is the preferred kind..... Use the LAVA SOAP and wash your neck 3 times a day with it..... It may take a while before you start to see results..... But it most definitely works..... My sisters neck looks great..... By the way when washing your neck you don't have to scrub your neck really hard or anything..... Just clean your neck with the soap as you would if you were washing your face and moisturize your neck as you normally would...... Hope this can be of some help to you...... (By The Way LAVA SOAP is super cheap you can usually get it for about 2 for $1.00 at walmart)

Treat the cause. Like previously stated, probably PCOS, insulin resistance, diabetes etc.. You can find out with a blood test.
