ohhhhh, my legs!

I've lost about 90lbs over the past 9 months and my loose skin has not been as bad or unsightly as I expected, however... The upper parts of my legs look dimply and misshapen in the back

I can deal with the loose skin/melted candle look and I understand that exercise won't help tighten or shrink that, but I'm wondering if there are exercises that I can do to help to shape and smooth out my upper legs and calves? When I get closer to goal and my weight/fat start to redistribute themselves, will that process smooth them out a little also?

Running has given me the most improvement in my legs.  The backs of my thighs though are still pretty rough, but my calves look good.  Most people never see my legs above the knee--except when I'm running--I wear running skirts so the poor folks behind me on the path are having to witness the cottage cheese!!
